Disability Terms and Definitions

 

 

Medicare (SSDI)
Two-part health insurance program for eligible disabled individuals and people age 65 or older

Representative Payee
Individual appointed by the Social Security Administration (SSA) to manage the cash benefits of a recipient of SSI or Social Security benefits, or both.

SSI State Supplement
A cash benefit authorized by Ch. 49.77 and 49.775, Wis. Stats. This benefit is intended to supplement the federal SSI benefit payment. Eligibility is based on current receipt of federal SSI benefits or special "grandfathered" status as a recipient of the state supplement only.

Reasonable Accommodation
Any change in the job application process, work environment or work process, or modification to the benefits or privileges of employment, that results in equal employment opportunity for an individual with a disability.

Section 1619(a) Status
The special SSI cash benefits provided to disabled individuals who lose eligibility for SSI benefits under the regular rules because they have earnings at the level that is ordinarily considered to represent substantial gainful activity.

Indexing
Indexing is designed to provide some protection against inflation. After the first year of disability, a disabled employee's pre-disability earnings are usually increased (or indexed) by a certain percentage on an annual basis.

Mandatory Supplementation
The supplementary payments that are made only to beneficiaries who were converted to the SSI program from former State assistance programs at the inception of the SSI program.

DHO
Disability Hearing Officer. Conducts in person hearings. Next appeal is to a federal Administrative Law Judge (ALJ).

Outcome Payment System
The system providing a payments under the Ticket to Work program to an employment network for each month, up to a total of 60 months, during which Social Security disability benefits and Federal SSI cash benefits are not payable to a beneficiary because of the performance of substantial gainful activity (SGA) or by reason of earnings from work.

Section 1619(b) Status
The special SSI recipient status for Medicaid purposes provided to working disabled or blind individuals when their earnings make them ineligible for regular or special cash payments.

Outcome Payment System

Definition:

Substantial Gainful Activity (SGA)

Definition:
The level of work activity used to establish disability. A finding of disability requires that a person be unable to engage in SGA.

Definition:
A general term used for the problems a person with a health condition (such as cerebral palsy or deafness) has because of barriers in his or her environment.
